they can. it's a little complicated without going into hundreds of years of history, basically many clans had various territories in Japan that fell under their jurisdiction there was an event that happened that shook that up and put Japan on a different course of history, and a lot of those families either lost power or just disappeared altogether we study this in school where I'm from since it's an important part of history some are still around but depending have moved or expanded their area of influence but it doesn't directly affect most people since it's all mostly under the surface or so I've heard
