Allow me to make this clear. For those of you who wonder still: I am the Hierarchy. You do not come to us; we summon, invite, and hire. Order is of the utmost importance if you wish to survive, and time is of the essence. Do not waste mine.

Your personal troubles are your own. If you expected us to hold your hand, do think again; there are far greater affairs to attend to, so do yourselves a favor, and look for soulmates. We've prepared an application for you, easily accessible from your device's home page. Should you need additional information, perhaps it's time for you to practice self-reliance.

As a literal extension of your being, they'll easily gain access to your thoughts if you let them (or if you're careless), they'll experience your pains, fears, and joys on weaker levels, and their voice, touch and overall vicinity can become great soothing weapons against your Shadow. However. If two characters already share a powerful bond and one incidentally touches the other's Tethers, it's an accidental done deal. You may thank Naruto's player for this.

Personally, if these "Soulmates" are necessity, then I would like to see truth to that fact. I can't imagine a world where one...needs to have people around to survive.

Yeah. You get it. I'm not going to dunk on or outright agree with your last sentiment. Everyone has their opinion on needing others or needing solitude.
Regardless of how it boils down, I'm not sticking my neck out without at least a little more information—and not just what's been conveniently provided us by this Hierarchy.

Anyone who posits themselves in a position of authority generally has an interest in maintaining said authority, and they've hardly given much indication that they're interested in ensuring a strong community.

We are of course, new arrivals, and it sounds like if a few of us were picked off, the city would be better for it, however. They may not be interested in helping the... dead weight.

I don't know if I'veever been idle -- but neither am I interested in helping their...so storied Hierarchy. [ A sarcastic bite, to that description. ] There's no reason a new environment can't present opportunity, for the lot of us.

[ Kaito's tone remains level and laid back. This guy talks like an old tengu who he mediated a conflict with some years back. Wise, yet a touch spiteful. Jaded, perhaps? Or burned? Perhaps the other is just paranoid like he is.
It makes him more curious, but he's not going to give that away so quickly. ]
Perspective will play heavily in how you and I and the other Refugees will settle. The possibilities out in this world seem vast—at least, from our yet-ignorant point of view.

[ There's a pause, there, considering. Silco is not used to the fantastical, or even the prospect of alternate universes. He's mired in the here, the now, and being in a place with so many unknowns, it's difficult to speak with certainty. Finally: ]
That is the key, isn't it? That we're so ignorant? I don't intend to stay so for long, but... such things take time, depending on the types of places we died in. [ A beat now, and then wryly: ] I don't know what I expected from an afterlife, but it certainly wasn't this.

[ Kaito once again finds himself mulling over the other's words. Time, huh. Even without that arbiter's warning, he's well aware that there is precious little time to waste. More questions arise as a result, none of which he imagines he can get an answer to beyond conjecture.
The blind will be leading the blind, at least until someone starts getting proper answers from the locals. ]
It's too early for me to say, but this is at least a more engaging afterlife experience than the underworld I've seen and escaped from. In any case, I have no plans on staying in the dark, irony of our situation aside.
[ A beat. A breath. ]

[ He asked wryly. It's an automatic, almost borderline sarcastic thing. He's never heard of such a thing, but then again, he hasn't heard of half of what he's encountered in the past few days, and he doesn't think it will be the end of it.
He certainly keeps anything resembling shock from his voice, although when he mentions "topside", there's a scoff on the other end, as if the mention of it is.. offensive. His voice takes on a more... congenial tone, after all, no need to burn any bridges. ]

For a split-second, Kaito considers combing over his words to think about what he might have said to prompt that response.

Silco, then. Well met. Take care of yourself, too. Wouldn't do to have a decent enough conversation with an stranger only for them to vanish.
...Well, it wouldn't be that strange either, but I'll err on a very conservative touch of idealism and say that I'd like to hear your thoughts on our situation once we've both had a chance to educate ourselves.

[ Mulling over the facts that they died? It's certainly on Silco's mind, constantly. He'd experienced it, his death, and going through that door had been...difficult for a number of reasons, one of which on the forefront of his mind, over and over. He can see it when he closes his eyes, when he breathes in, when there's a particularly rancid scent he's already picked up in Mirth. It all makes him think of home, and therefore, of dying, and lost opportunities.
There's a pause, after his thoughtful tone, and then: ]
Well, I wouldn't worry about me too much, but I'm sure I'll have... plenty of opinions, soon enough. I won't be able to help myself.

Hm. Speaking of stops, I suppose it's time to put the phone down and get back to these odd-jobs. Earning coin is an interesting challenge here, but the most challenging part is getting the coins to quiet down for more than a few seconds. They won't stop screaming.
